contraceptive v/s pleasurable sex toy

Some days ago, I was at a chemist shop, asking for a pack of Kamasutra, noticed a packet with saying vibrating condom. condom that vibrate, though i am very much aware about latest in technology but couldn't help to be amused and helpless too. Indespite of my strenuous effort to guess the mechanism i gave up the effort and asked chemist itself, who only could tell that it works with a small battery powered device, attached at the end of condom.
while coming back i was smiling and wondering that there are people, who can make money out of anything weird idea. i appreciated the brain behind the idea, but governmet in my state was not in mood to let it pass as one of many condoms, a chemist shop adorned with.
some minister opposed it claiming it as a sex toy, a threat to culture and spoiling youth and all sort of uncanny reasons.
if one could relate it with the situation of person enjoying delicious food before the group of starving people could simply get the idea of why it was opposed. They, with passing no enough blood into their corpora cavernosa, can not see others to have pleasure in something which is meant only for is family planning and STD control.
